La Conférence des Nations Unies pour la négociation du premier instrument juridiquement contraignant ayant pour but d’interdire les armes nucléaires a été instituée par la résolution de l’Assemblée générale du 23 décembre 2016.

La Conférence s’est tenue au siège des Nations Unies à New York, du 27 au 31 mars et du 15 juin au 7 juillet 2017. Elle était placée sous la présidence de Mme Elayne White Gomez, ambassadeur extraordinaire et plénipotentiaire, Représentant permanent de la République du Costa Rica auprès de l’Office des Nations Unies et des autres organisations internationales à Genève.

Le but de cette Conférence était de préparer un texte qui complète les autres textes sur l’interdiction des armes inhumaines et le désarmement international ; les armes nucléaires étant les dernières armes de destruction massive à ne pas faire l’objet d’une interdiction totale.

Le SEP a été créé par Jean-Pierre Gontard en 1979. Daniel Fino a été recruté en 1980 pour renforcer le SEP car l'IUED avait été choisi par la DDC comme un des régisseurs pour l'exécution de projets bilatéraux sous mandat. Avec l'acceptation des projets en régie, l'IUED a dû prendre des mesures organisationnelles, notamment en créant le SEP (le chiffre d'affaires du SEP doublait parfois le chiffre d'affaires de l'IUED !)

Le grand défi a été de savoir comment intégrer les activités opérationnelles dans les activités de formation (académique et formation continue) et de recherche :

  • Au niveau de l'enseignement, les séminaires autour des pratiques de la coopération ont toujours eu un grand succès. Nous puisions beaucoup dans notre documentation et utilisions les expériences liées à nos engagements opérationnels.
  • Dès 1984 nous avons commencé à organiser des formations continues (en travaillant aussi avec des spécialistes comme Bernard Lecomte) pour des professionnels du développement. Les ateliers organisés chaque année ont eu un énorme succès.
  • Côté recherche, il y a eu des travaux liés aux projets santé ainsi qu'à la stratégie de renforcement institutionnel (avec la publication "Itinéraires" entre autres) car l'une des spécificités du SEP consistait à renforcer les acteurs locaux - publics et privés - à mener "leur" développement.

Quand Daniel Fino est devenu directeur des activités opérationnelles en janvier 2000, sa préoccupation majeure fut d'expliquer le sens des activités opérationnelles du service. Cet effort de conceptualisation avait débuté dans les années 90 (voir annexe 1). Le SEP a commencé à introduire des outils de programmation - suivi - évaluation (voir documents en annexes). La question de l'intégration des activités académiques et opérationnelles a aussi régulièrement fait l'objet d'ateliers et de rencontres au niveau du collège des enseignants. En annexe se trouve comme exemple le compte rendu du Workshop au Foyer John Knox du 5 avril 2000.

Au début des années 2000, le SEP en tant que tel fut dissout, car le système de régie fut peu à peu abandonné. Les activités opérationnelles furent intégrées comme partie du dicastère FAS (Finance-Administration-Services) qui était la troisième sous-direction (à côté de la direction de l'enseignement et la direction de la Recherche). Daniel Fino a occupé ce poste pendant huit ans jusqu'à la fusion en 2008.
